Somalia: Upper House Election Dispute Resolution Procedures Announced

The indirect Electoral Dispute Resolution Committee (IEC) for 2020/2021 and implementing the Indirect Electoral Implementation Guidelines for the 2020/2021 Indirect Elections at the Federal level, in particular the Indirect Electoral Dispute Resolution Committee established on 1 October 2020, which empowers the Indirect Electoral Dispute Resolution Committee to review and resolve disputes over decisions made by Federal and State Commissions regarding voters and candidates running for either House of the Federal Parliament of Somalia have been released.
The guidelines read:
The Committee shall share with the Candidates and Voters of the Upper House the Dispute Resolution Procedure for the Upper House of the Parliament of the Federal Republic of Somalia.
Criteria for Complaints in the Upper House of the Federal Parliament of Somalia:
The Indirect Electoral Dispute Resolution Committee may file a complaint;
1- Candidate who has fulfilled the requirements for candidacy of the Upper House of the Federal Parliament of Somalia as stated in Article 58 of the Provisional Constitution of the Federal Republic of Somalia and other laws governing the Indirect Elections 2020/2021 and registered to run for the Upper House of Parliament 11th Federal Republic of Somalia.
2. Complaints may also be lodged with the Indirect Electoral Dispute Resolution Committee by members of the Federal Member States and the members of the Delegates selected to vote for the candidates for the Upper House of Somaliland which is directly affected by the election administration.
3. He/she shall submit a written request to the Indirect Election Dispute Resolution Committee, and complete the Upper House Election Dispute Resolution Registration Form.
4. He/she must pay the registration fee of $ 3,000 (three thousand dollars) and attach to the complaint file a statement stating that he/she has deposited the money in the designated bank account.
If the complainant fulfils these requirements, the Board will make a decision within 7 days the statement finalized.
